Legal Basis: Pursuant to Provisional Article 85 added to Higher Education Law No. 2547 by Law No. 7592, published in the Official Gazette dated 09.08.2026 and numbered 33335; candidates whose student status was terminated or who did not register despite being entitled to do so must complete their applications within 4 months from the date the law entered into force.

General Applications Within 4 Months from Enactment All undergraduate/associate degree candidates dismissed or unregistered
Active Military Service Within 2 Months Following Discharge Application is processed upon submission of military discharge document
Force Majeure (Compelling Reasons) Within 1 Month Following Resolution Official supporting documents certifying the force majeure must be provided
Medical Excuses Until December 09, 2026 (End of Workday) Application with a formal Medical Board Report from authorized healthcare providers
Application Procedure: Candidates may apply in person, through a notarized proxy (attorney-in-fact), or by postal mail. Our institution is not responsible for any delays caused by postal services.

Faculties and Vocational Schools at the Main Campus: Must submit applications directly to the Central Student Affairs Offices.

Faculty of Medicine, Erdek Vocation School, Gönen Vocational School, and Manyas Vocational School: Must submit applications directly to the relevant academic unit's student affairs office.

No Required Document Description / Issuing Authority
1 Criminal Record Certificate Official barcoded document obtainable via the e-Devlet portal.
2 ÖSYS / YKS Placement Result Document Mandatory for candidates who gained admission but did not complete enrollment.
3 Military Discharge Certificate Mandatory for candidates applying under the active military service excuse.
4 Medical Board Report (Health Committee Report) Required for candidates applying under documented medical excuses.
5 Proof of Force Majeure Official documentation certifying the compelling reason/circumstance.
Notice: Individuals convicted of the following offenses or falling within the specified scopes are strictly excluded from benefiting from the amnesty rights granted under Law No. 7592:

Terrorism Offenses: Those convicted of offenses within the scope of the Anti-Terror Law No. 3713.

Specified Serious Crimes (Turkish Penal Code No. 5237): Convictions for terrorism crimes, intentional homicide (Arts. 81, 82, 83), torture (Arts. 94, 95), torment (Art. 96), sexual assault (Art. 102), sexual abuse of children (Art. 103), and manufacturing/trafficking of illicit drugs or stimulants (Art. 188).

Fraudulent / Forged Documents: Those who submitted forged documents during registration or whose enrollments were revoked due to forged documentation.

National Security Provisions: Offenses specified under Article 71 of Law No. 5846, or those with membership, affiliation, connection, or contact with terrorist organizations or entities determined by the National Security Council to operate against state security.
