The Department of Budget and Fiscal Planning is a branch of science that aims to investigate budget processes and systems, budgeting techniques and types, financial planning methods, and resource allocation mechanisms through scientific methods—focusing primarily on public finance, the state budget, macroeconomic budget policies, public expenditures, and local government budget systems. In this context, establishing the theoretical foundations of fiscal policies and evaluating the effects of budgeting and planning processes on economic efficiency, fiscal discipline, income distribution, as well as social and public welfare are among its fundamental objectives.
The department aims to conduct comparative analyses in these fields at national and international levels, thereby making academic contributions with the knowledge it produces for sustainable development and fiscal stability. Furthermore, it carries out studies to generate scientific knowledge and transform this knowledge into practice within the financial decision-making processes of public institutions and the private sector.
Within the framework of the education provided by the department, students are equipped with the theoretical background of the relevant fiscal discipline, alongside applied skills in budgeting, fiscal planning, and financial management. Students gain competence in both analytical thinking and practical problem-solving in areas such as public budget preparation, performance and program-based budgeting, long-term fiscal planning, financial processes in local governments, and financial planning in the private sector. Accordingly, the department aims to enhance students' capacity to conduct academic research, evaluate fiscal policies from a critical perspective, and assume active roles in their professional careers. Consequently, graduates are trained as well-equipped experts capable of contributing to fiscal planning and budgeting processes in both public institutions and the private sector.
