Double Major, Minor and Lateral Transfer

 

CHAPTER ONE - DEFINITIONS
  • Double major program: The program that enables students who meet the achievement requirements and other conditions to take courses simultaneously from two diploma programs of the same higher education institution and receive two separate diplomas,
  • Minor program: The program that enables students enrolled in a diploma program, provided that they meet the foreseen conditions, to receive a document that is not a diploma (minor certificate) by taking a limited number of courses for a specific subject within the scope of another diploma program within the same higher education institution,
  • Lateral transfer: The right of a student enrolled in a higher education institution to continue their education in other diploma programs at the same level within the framework of the principles in this Regulation,
  • Intra-institution lateral transfer: The transfer of a student to other diploma programs at the same level within the higher education institution where they are enrolled,
  • Inter-institution lateral transfer: The transfer from vocational schools established without being affiliated with a university by a university, high technology institute, or foundations, to independent vocational schools established at the same level by another university, high technology institute, or foundations,

CHAPTER TWO - PRINCIPLES REGARDING THE EXECUTION OF INTRA-INSTITUTION AND INTER-INSTITUTION LATERAL TRANSFERS

Transfers

  • Lateral transfer cannot be made to the first and last semesters of associate degree diploma programs, and to the first two and last two semesters of undergraduate diploma programs.
  • Lateral transfer can be made from first-shift (daytime) education to second-shift (evening) education in the same diploma programs within the same higher education institution without quota limitations. However, students who transfer to the second-shift diploma program pay the second-shift tuition fee.
  • In higher education institutions, lateral transfer can only be made from second-shift education to second-shift diploma programs. However, students who rank in the top ten percent of their class in terms of achievement among second-shift diploma programs and pass to the upper class can make a lateral transfer to first-shift diploma programs within the quota limits.
  • Lateral transfer can be made from first-shift or second-shift diploma programs to open or distance education diploma programs.

Application and Evaluation

  • Applications for lateral transfer between diploma programs are made only within the announced period.
  • The criteria to be used in evaluating lateral transfer applications and the minimum conditions required for lateral transfer are applied as specified in the directive. Preliminary evaluations regarding applications are made by commissions formed by the relevant board of directors.
  • The documents requested from students and quotas are announced on our University's internet page in each application period.
  • Having frozen registration does not constitute an obstacle to benefiting from the right of lateral transfer.

Announcement of Results and Adaptation Program

  • The evaluation results of candidates applying for lateral transfer to each diploma program are announced on the relevant institution's internet page. The decision regarding themselves is not additionally notified to those who gain the right of lateral transfer.
  • If there is a sufficient number of candidates meeting the achievement requirement, reserve candidates equal to the number of quotas are announced. If no application is made by the primary candidates within the specified period, reserve candidates are called in order.
  • The relevant commissions determine which semester or year the student will be adapted to, taking into account the courses the student took in previous periods and the courses of the program they transferred to, according to the principles determined by the senate, and determine an adaptation program consisting of additional courses the student must take, if any, and the courses they should be exempted from.
  • The new status of students transferring within the scope of this Regulation is processed into the higher education student database (YÖKSİS) by the Department of Student Affairs within 15 days at the latest after the registration process is completed and transfer and adaptation procedures are finalized.
CHAPTER THREE - INTRA-INSTITUTION LATERAL TRANSFER BETWEEN PROGRAMS
  • Lateral transfer can be made to equivalent level diploma programs within the body of a faculty, high school, conservatory, or vocational school, or within other faculties, high schools, conservatories, or vocational schools located in the same university, within the quotas determined by the relevant board of directors.
  • In order to apply for lateral transfer between diploma programs within the university that are at the same level but accept students with different central placement score types, it is required that the central placement score obtained by the student in the year they took the central exam in the score type valid for the diploma program they want to transfer to is not less than the lowest base score of the diploma programs of other universities in the country equivalent to the diploma program they want to transfer to.
  • When making a lateral transfer, if a course taken and passed by the student in their former program shows at least 2/3 similarity in terms of scope to a course in their new program and is accepted by the Faculty/High School Board of Directors where the student wants to make a lateral transfer, these courses can be considered equivalent to each other.
  • Students make their lateral transfer applications to the relevant institution on the dates announced in advance. Applications are evaluated and finalized by the Faculty Dean's Office/High School Directorate where the students want to transfer, on the dates announced at the beginning of each semester and at least 15 days before the start of the classes.
  • In higher education institutions applying a joint program prior to the diploma program, students who successfully complete this program can be placed into the diploma programs foreseen in ÖSYM Guides for the joint program they were placed in via central exam or talent exam, based on their grade point averages in the joint program or based on the placement score obtained by adding the candidates' central placement scores and grade point averages. In case of equality of the candidates' placement scores, priority is given to the one with the higher central placement score.
CHAPTER FOUR - INTER-INSTITUTION LATERAL TRANSFER
  • Inter-institution lateral transfer is made between equivalent diploma programs of higher education institutions at the same level and within the framework of quotas published by the Council of Higher Education. The central placement score type to be used is the score type of the applied program.
  • For inter-institution lateral transfer, the student's general grade point average for the periods they have completed in the program they are enrolled in must be at least 65 out of 100 or 2.00 out of a 4-point system, and they must have no failed courses from previous semesters.
  • Candidates who cannot meet the achievement requirement in the second paragraph but whose central placement score is equal to or higher than the base score of the diploma program they want to transfer to may apply for lateral transfer. Applications of candidates applying in this manner are evaluated only if there are remaining empty quotas after the placement of candidates applying according to the second paragraph is completed.
  • The determined lateral transfer quotas and the application and evaluation calendar are announced on the internet page of the Council of Higher Education.
  • In diploma programs granting undergraduate degrees; quotas and application and evaluation calendars for lateral transfer are announced in July for the second and third years in four-year education programs, for the second, third, and fourth years in five-year education programs, and for the second, third, fourth, and fifth years in six-year education programs.
  • Regularly every year, for the second, third, fourth, and fifth years, two inter-institution lateral transfer quotas for diploma programs with an ÖSYM general entrance quota of 50 or fewer, three for programs between 51 and 100, and four for diploma programs of 101 and above are determined by the Council of Higher Education. However, the relevant boards of faculties, high schools, or vocational schools may determine additional quotas not exceeding the difference between the quota of the diploma program in the year of entry and the student numbers whose relations with the program have been severed or who have left up to the semester for which the lateral transfer quota is determined, and the student numbers who have come through lateral transfer within this semester.
  • Students who want to transfer to open or distance education programs with no quota restrictions apply to the relevant institution until the end of office hours on the last day of the first week of September.
  • Courses taken and successfully completed by students in their previous program and courses for which exemption is requested are considered exempt if they are appropriate in terms of content and are processed on the transcript with letter grades. The grades of exempt courses are included in the evaluation of the Weighted Grade Point Average.
  • If a course taken and passed by students coming with a lateral transfer in their old program shows at least 2/3 similarity in terms of scope to a course in their new program and is accepted by the Faculty/High School Board of Directors where the student wants to transfer, these courses can be considered equivalent to each other.
CHAPTER FIVE - DOUBLE MAJOR PROGRAM
  • The total number of students to be admitted to the double major program cannot exceed 20% of the total number of students in the first year of the relevant major program of that year.
  • The double major program must be at least 35% of the total credits of the relevant program, excluding equivalent and common courses.

Application and Admission Conditions

  • The relevant unit that will open the double major program announces the double major course schedule and registration dates by determining its quotas at the beginning of each academic semester.
  • Applications to the double major program are made to the student affairs of the relevant unit with an application form and transcript between the determined dates.
  • Students can apply to the announced double major program at the beginning of the earliest third and latest fifth semester of the major program in undergraduate programs, and at the earliest second semester and latest third semester in associate degree programs.
  • A student cannot register for more than one double major program at the same time. However, they can register for a double major and a minor program at the same time.
  • They must have successfully completed all courses taken in the major program at the time of application.
  • Students who have a general grade point average of at least 3.00 out of a 4-point system in the major diploma program at the time of application and are in the top twenty percent in terms of success ranking in the relevant class of the major diploma program can apply to the second major diploma program.
  • If applications exceed the quota, ranking is made according to the students' major general grade point averages. In case of equality in the general grade point average, the ÖSYM score in the year the student was placed is examined.

Double Major Program

  • Due to the double major program, the student's success and graduation in the major program are not affected. A separate transcript is issued for the double major program.
  • Courses outside the scope of Article 5 of Law No. 2547, for which students admitted to the double major will be responsible, are determined by the approval of the Senate upon the proposal of the Department Presidency applied to and the recommendation of the Faculty/High School and Vocational School Board.
  • Courses that can be considered equivalent between two programs are decided between the departments, and previously taken courses are evaluated by the decision of the Faculty/High School and Vocational School Board of Directors during the student's admission to the program.
  • Courses counted towards both programs take place in the term record of the student in both programs and are shown on both transcripts. In case the student wants to withdraw from a course considered common to both programs, the course withdrawal process is processed for both programs.
  • A student considered on leave in the undergraduate program they are registered in is also considered on leave in the double major program. Semester leave can be granted to students who cannot take courses due to reasons such as courses not being opened or course conflicts in the double major program, upon the recommendation of the department providing the double major program and the decision of the relevant Board of Directors.
  • If the relevant department is a second-shift program, double major students enrolled in the first-shift program can take courses from the second-shift, and double major students enrolled in the second-shift program can take courses from the first-shift.
  • Students who are enrolled in the double major program and cannot graduate at the end of the education period of the diploma program are charged a tuition fee/contribution share in the amount determined by the Council of Ministers.
  • Courses considered equivalent in the major and double major programs take place in the semester records of the student in both diploma programs and are shown on both grade reporting documents (transcripts).
  • The student can leave the double major program of their own free will.

Success and Graduation

  • A double major undergraduate and associate degree diploma is granted to the student who passes all courses in the major program and has a major general grade point average of at least 2.50 out of a 4-point system. Throughout the entire double major education, the student's major general grade point average may be dropped below 2.50 only once. The registration of the student whose major general grade point average falls below 2.50 for the second time is deleted from the double major program.
  • The education period of students who gain the right to graduate from the major diploma program but cannot finish the second major diploma program can be extended by a maximum of two semesters with the decision of the Board of Directors of the Faculty/High School and Vocational School where the second major diploma program is located.
  • The undergraduate and associate degree diploma of the double major program cannot be granted to the student without acquiring the right to graduate from the major program.
  • A double major diploma is granted to the student who achieves graduation rights in the major program with a 2.50 general grade point average and completes the double major program with at least a 2.00 average.
  • When a student leaves the double major program, they are not obliged to repeat the failed double major program courses.

Deletion of Registration

  • The registration of the student from the double major program is deleted in the semester when the general grade point average of the major program they are enrolled in falls below 2.00.
  • The registration of the student who does not take courses for two consecutive semesters in the double major program is deleted.
  • Courses taken by students whose registration is deleted from the double major program in the double major program are shown on the transcript. A student leaving the double major program is entitled to receive a minor certificate if they have fulfilled all the requirements of a minor program.

Contribution Share / Tuition Fee

  • Students subject to the double major program pay the student contribution share belonging only to this major until they graduate from the major, and after graduation, they pay the student contribution share belonging to the double major.
  • While the double major program is ongoing, a student enrolled in a master's program also pays the master's student contribution share.

Lateral Transfer

  • A student in a double major program can make a lateral transfer to another double major program in accordance with the provisions of the Regulation on Principles Regarding Making Transitions, Double Major, Minor, and Inter-Institutional Credit Transfer Between Programs at Associate and Undergraduate Levels in Higher Education Institutions and Senate decisions in their major program.
CHAPTER SIX - MINOR PROGRAM
  • The number of students to be admitted to the minor program cannot exceed 10% of the total number of students in the first year of the relevant major program of that year.
  • The minor program consists of at least 30 credits excluding equivalent and common courses.
  • Common courses of the two programs take place in the term record of the student in both programs and are shown on both transcripts. In case the student wants to withdraw from a course that is common in both programs, the course withdrawal process takes place for both programs.
  • A student considered on leave in the major program they are registered in is also considered on leave in the minor program. Leave can be granted for that semester upon the recommendation of the department providing the minor program and the approval of the relevant Board of Directors to students who cannot take courses due to reasons such as courses not being opened or course conflicts in the minor program.

Application and Admission Conditions

  • The relevant unit that will open the minor program announces the minor course schedule and registration dates by determining its quotas at the beginning of each academic year.
  • Applications to the minor program are made to the student affairs of the relevant unit with an application form and transcript between the determined dates.
  • Students can apply to the announced minor program at the beginning of the earliest third and latest sixth semester of the major program.
  • Students who have successfully completed all credit-bearing courses taken in the major program they are registered in up to the semester they applied can apply to the minor program.
  • A student can register for at most one minor program at the same time during their undergraduate education. However, registration for a double major and a minor program can be made at the same time.
  • Students registered in the minor program can apply to leave the program they are registered in and apply for a double major or another minor program and register, provided that they meet the application conditions.
  • In order for students to apply for the minor program, their general grade point average at the time of application must be at least 2.80 in a 4-point system.

Graduation, Success, and Minor Certificate

  • Due to the minor program, the student's success and graduation in the major program are not affected in any way. A separate transcript is issued for the minor program.
  • A minor certificate is granted to the student who passes all courses in the minor program and has a general grade point average of at least 2.00 in the minor program. This document does not replace a diploma. A minor certificate cannot be granted to the student without acquiring the right to graduate from the major program.
  • An additional period of maximum one semester is granted with the decision of the relevant Board of Directors to students who have acquired the right to graduate from the major program they are registered in but cannot finish the minor program.
  • The student completing the minor program cannot benefit from the rights and authorities granted with an undergraduate diploma in the minor field.

Deletion of Registration

  • The registration of the student whose general grade point average falls below 2.40 in the major program or who has a failed course is deleted from the minor program.
  • The registration of the student who does not take courses for two consecutive semesters from the minor program is deleted.
  • The student can leave the minor program of their own free will. When a student leaves the minor program, they are not obliged to repeat the failed minor program courses. A student who deletes their registration from the minor program cannot register for the same minor program again.
  • How the courses taken by students removed from the minor program in the minor program will be evaluated is determined by the senate.

Contribution Share / Tuition Fee

  • Students subject to the minor program pay the student contribution share belonging only to this major until they graduate from the major, and after graduation, they pay the student contribution share belonging to the minor.
  • While the minor program is ongoing, a student enrolled in a master's program also pays the master's student contribution share.
